PURPOSE OF POSITION:

The Senior Operations Manager, Information Technology, is responsible for effectively managing daily operations within the IT department, analyzing workflows, establishing priorities, developing standards and setting deadlines. The candidate will have proven experience in process improvement, project management, continuous improvement, reporting, analytics or related fields.

The position will play a critical role in effectively managing workflows towards quality & performance, data integrity and the overall business processes to ensure operational activities are strategically organized and focused towards achieving department objectives. The ideal candidate will be adept at leading cross-functional teams, analyzing data, and effectively communicating with stakeholders at all levels.

The Senior Operations Manager, Information Technology, has overall responsibility to develop and implement process improvement strategies that increase efficiency, reduce costs, ensure customer satisfaction, operational efficiency, and continued growth for the IT department. This position also plays a key role in pre-acquisition and acquisition processes of information systems products and services (including business analysis, requirements gathering, vendor selection, and contract negotiations).

SUPERVISION RECEIVED:

Receives direction from the Chief Information Officer, or a position of a higher grade.

SUPERVISION EXERCISED:

Supervises the work of relevant Information Technology staff.

JOB DUTIES AND RESPONSIBILITIES

Operations Management

  • Manages daily operations within the IT department, establishing priorities, developing standards, setting deadlines, managing project related activities including timelines, system enhancements, user acceptance testing and release management.
  • Streamlines current SDLC processes, identifying areas for improvement and implementing strategic initiatives to develop efficient workflows.
  • Manages multiple and concurrent projects, adhering to project management disciplines and methodologies.
  • Manages quality assurance and project management, to enhance communication and coordination throughout the development lifecycle.
  • Implements best practices in Agile methodologies, fostering a culture of continuous integration, delivery, and improvement.
  • Plans and coordinates the modification, upgrade or replacement of supported systems as required by business and/or technical needs.
  • Provides IT operations support for CHFA’s software development, data management and website services.
  • Manages quality control/assurance checks on systems, data and programming work performed by team members.
  • Identifies and recommends the acquisition of appropriate systems and technologies to meet specific business needs.
  • Recommends and assists with the development of standing operating procedures and processes necessary to install, implement, operate and maintain IT systems.

Project Management

  • Works with staff to implement and adopt project management standards and practices in the department.
  • Utilizes automated project management tools to develop and implement projects related to supported systems.
  • Participates as a member of an integrated project management team on projects affecting multiple systems.
  • Establishes integrity of applications through defined QA and testing.
  • Researches and evaluates current system capabilities and future generation technologies to determine applicability and capability to meet identified strategic needs.
  • Researches, evaluates and implements new technologies, systems, processes and procedures.
  • Integrates disparate systems, technologies, processes and procedures as required to support enterprise needs.
  • Advises on the applicability, capability and shortcomings of current and potential future systems relative to the needs of the organization.
  • Leads technical committee, working groups or cross-functional teams in the specification, development and implementation of complex systems.

Collaboration & Planning

  • Collaborates with technical experts and subject matter experts to design and leads the implementation of complex systems.
  • Plans the implementation, systems management and support of cross-functional system architectures.
  • Researches and evaluates the potential next-generation and predicted technologies to meet the objectives of the IT strategic plan.
  • Evaluates and performs reality checks on the ability of technology systems to support strategic goals.
  • Provides technical expertise and recommendations on supported systems as a member of an integrated project management team.
  • Interprets IT strategic plan goals and objectives to determine effects on supported systems.
  • Assists in the preparation of the IT strategic plan to ensure continued relevance and effectiveness of supported systems.
  • Plays a key role in pre-acquisition and acquisition processes (including business analysis, requirements gathering, RFP/RFI processes, and contract negotiations).

Data and Analytics

  • Manages implementation of technical platforms for enterprise reporting incorporating integration services, data warehousing, reporting and related analysis tools.
  • Provides the framework for classification of and maintenance of information, including catalogues and metadata.
  • Provides support for the governance of data and related information.
  • Provides operational support for reporting, integration, conversion, and archival projects related to system implementations.

MINIMUM QUALIFICATIONS REQUIRED:

BS/BA in Computer Science or related field with at least 10 years of professional experience in IT environment preferred, which includes a minimum of five years in an operations manager capacity in enterprise environments; or equivalent combination of education and experience. Experience in lieu of education will be considered.

KNOWLEDGE AND SKILLS:

  • Experience with successfully leading change, developing high functioning, engaged, customer oriented, collaborative and motivated teams.
  • Exceptional interpersonal, communication and documentation skills, comfortable speaking and presenting to staff, leadership and a variety of stakeholders.
  • Ability to create project plans, monitor schedules, and manage implementation of projects and prioritize across multiple projects.
  • Ability to plan and manage high workloads and multiple priorities while following best practices, department processes and the principles of excellence in customer service.
  • Experience working with Microsoft Office applications and virtual meeting tools.
  • Comfortable working closely with a diverse range of non-technical end users during design and deployment phases.
