PURPOSE OF POSITION:
This position supports the Connecticut Housing Finance Authority's (CHFA) planning functions by creating data-driven research that informs and evaluates business and program development. This position supports formal research methodologies and procedures; undertakes research activities associated with housing issues and trends; collects, analyzes, evaluates and reports information, conclusions, policy and/or programmatic implications; contributes to external communications materials such as white papers and blog posts; assists on comprehensive and complex research assignments; assists in the development of databases for access by internal and external users; provides quality assurance of imported data; supports initiatives for data integrity and normalization; performs statistical analysis; creates data visualizations; prepares comprehensive narrative and statistical reports; design and implement surveys; may prepare special reports for agency officials in response to inquiries from legislature or the public; performs related duties as required.
SUPERVISION RECEIVED:
Receives direction from the Director of Research, Marketing and Outreach or his/her designee.
JOB DUTIES AND RESPONSIBILITIES
- Supports CHFA’s research and data analyst (s)and department staff in program evaluation and improvement including written analysis, summaries and recommendations associated with administration, policy and regulation, as applicable. Use data sources to identify programmatic needs and assist in the development of programmatic performance measures and tools. Assist with program assessments ensuring programmatic goals are well documented. Support the preparation of CHFA’s statutory reports. Prepare, collect, and analyze data, compile and write ad-hoc reports for CHFA’s senior leadership.
- Support the ongoing development and maintenance of CHFA’s assessment of the state’s housing needs and related databases. Identify new relevant data to be incorporated. Perform data validation and quality control checks. Develop standard reports. Provide data management and analysis for studies and maintain assigned projects. Support the development and implementation of CHFA plans.
- Participate in strategic planning with regards to program development. Research internal and external data associated with affordable housing and commercial financing; prepare comparative review of national models in affordable housing program development specifically in Housing Finance Agencies. Analyze and report results conclusions, policy and/or programmatic implications.
MINIMUM QUALIFICATIONS REQUIRED:
BS/BA in public policy/administration, statistics, economics, or research-based field preferred with a minimum of three years of related experience in the public, private or academic sectors in the areas of public policy, research, banking, mortgage lending and housing development or an equivalent combination of education and experience. Relevant internships and work study may be accepted in place of professional work experience.
KNOWLEDGE AND SKILLS:
Critical thinking and problem solving; knowledge of research methods and techniques; considerable knowledge of principles, concepts and methods of data collection and management as well as statistical analysis; knowledge of data visualization best practices; knowledge of agency related policies and procedures related to research; considerable oral and written communication skills; strong interpersonal and facilitation skills; ability to assist in programs development and use prepackaged computer programs to perform data analysis.
Must be able to work with a wide variety of people and departments and communicate clearly with them. Must be able to take initiative in planning and scheduling work and have the ability to work independently. Must be able to multi-task on a wide range of projects. Familiar with statistical software such as R and Stata. Proficient in Microsoft Office™ products i.e., Word™, Excel™, PowerPoint™, Outlook™ and Publisher™.
